David M. Garber has been an attorney at Mackenzie Hughes since 1986 and is of counsel with the firm. David handles litigation, appellate practice, insurance law and municipal law. He is widely recognized as a premier appellate lawyer, handling complex motions and appeals in both Federal and State courts.

Beyond his traditional law practice, David counsels public officials on matters relating to litigation, legislation, civil rights and ethics. For the past 25 years, he has been an advisor to Syracuse's mayors, regardless of their political affiliation.

He received his Bachelor of Arts degree in 1967 from the State University of New York at Binghamton, where he graduated magna cum laude and in 1970, he received a Juris Doctorate from the University of Chicago Law School. David was admitted to the New York Bar and the U.S. District Court, Northern District of New York in 1971 and the U.S. Court of Appeals, Second Circuit in 1974.

David is a member of the American Bar Association, the New York State Bar Association (served on Committee on Appellate Jurisdiction, 1996-1998), the Committee on Civil Practice Law and Rules (1996-1998), the Municipal Law Section and Torts, the Insurance and Compensation Law Section, the Onondaga County Bar Association, and the National Association of Bond Lawyers.

He served as a Co-Chair of Syracuse Mayor Matthew Driscoll's Transition Committee. He also has been actively involved in the YMCA Central Branch's Governing Board, the Downtown Committee of Syracuse, Inc., the Board of Ethics of the City of Syracuse, the United Way (Loaned Executive), the Volunteer Lawyers' Project (Pro Bono service to members of the community), Temple Adath Yeshurun (Board and Executive Committee Member), the Jewish Family Service, Inc., and the Jewish Community Center of Syracuse, Inc. Temple Adath Yeshurun and the Jewish Community Center have honored David for his service. He was an adjunct professor of state and local government law at Syracuse University College of Law from 1986 to 1988.

Prior to joining Mackenzie Hughes, David served as Corporation Counsel for the City of Syracuse. David has used his many years of experience as director of the City of Syracuse's Law Department to counsel the firm's clients in all aspects of municipal law, from litigation to finance, land use/zoning and statutory compliance.
